    Snow Load, Ice and Working at Height in Winter

    Working at height in a Canadian winter stacks two hazards on top of each other: the fall itself, and the ice, snow and cold that make a fall far more likely and a rescue far harder. The fall-protection rules do not relax because it is winter. In most provinces fall protection is required at 3 metres, and at any height over a hazardous landing, and that trigger is the same in January as in July. What changes is the surface you are standing on, the dexterity in your hands, and the snow load on the structure beneath you, so the winter job needs more planning, not less.‍‌​​‌​​‌‌​​​‌‌‌‌‌‌​​‌‌‌‌​‌​​‌​​​‍

    The fall-protection rules still apply, in full

    Across the provinces the general construction trigger is a fall of 3 metres, set in each province's regulation (Ontario's O. Reg. 213/91, BC's OHS Regulation Part 11, Alberta's OHS Code Part 9, Quebec's Safety Code, and the equivalents elsewhere). Fall protection is always required, at any height, when you are working near holes, skylights, open edges, above moving machinery or over a hazardous landing, regardless of the 3-metre number.     British Columbia adds a second tier: a written fall-protection plan is required where a fall of 7.5 metres or more is possible, or where the standard hierarchy cannot be used. That documentation requirement sits on top of the 3-metre trigger, not instead of it. In Ontario, any worker using a fall-protection system on a construction project must hold current Working at Heights training, valid for 3 years, and that is in addition to equipment-specific training. Winter does not waive either.

    Ice and snow change the odds, so plan for them

    The rules are the same, but the conditions are not. The winter additions to your fall plan:

    • Clear and treat surfaces before you climb. Ice on a ladder rung, a scaffold plank or a flat roof is the classic winter fall. Sand, grit or scrape access routes and work platforms, and re-check them through the day as melt refreezes.
    • Inspect scaffolds and ladders for ice. A competent-person inspection is required before each shift anyway. In winter, look specifically for ice in the footings, on the planks and on the tie-ins, and for snow hiding an edge or a gap.
    • Account for thick gloves and reduced grip. Cold hands and bulky gloves cut your dexterity and your grip strength, which matters on ladders, on connectors and when clipping a lanyard. Slow down and double-check.
    • Watch the wind. Wind that is a nuisance at ground level can be dangerous on a roof or a scaffold tower, both for balance and for cold injury. There comes a point where height work simply stops.
    • Mind the daylight. Short winter days push work into poor light. Light the work area properly rather than rushing to beat the dark.

    Snow load is a structural hazard, not just a clearing job

    Accumulated snow and ice add real weight to roofs, scaffolds, temporary structures and partly built frames. Building codes set design snow loads by region for finished buildings, but a structure under construction, a temporary cover or an overloaded scaffold platform may not carry what a finished roof can. Before anyone goes up to clear snow or work on a snow-laden roof, the load has to be considered: how much is up there, what the structure beneath can take, and whether clearing it unevenly could overload one side. On low-slope and flat roofs in particular, drifting and refreezing can concentrate the load. Where there is any doubt about a structure's capacity, that is an engineering question, not a judgement call made from the ladder.

    Clearing roof snow is itself a working-at-height task: it needs the same fall protection, the same surface management, and a plan for where the snow lands so it does not bury an access route or a person below.

    Cold and the rescue problem

    A fall-arrest system that catches you is only half the answer: someone has to get you down quickly, because hanging in a harness (suspension trauma) is dangerous, and the cold makes a slow rescue worse. A winter height plan needs a rescue plan that works in the conditions, with people and equipment ready, not improvised in a snowstorm.     Common mistakes

    • Assuming winter relaxes the rules. The 3-metre trigger and the training requirements are unchanged. Conditions get harder, not the standard.
    • Climbing onto an iced surface without treating it first. Grit and scrape access and platforms, and re-check as melt refreezes.
    • Forgetting snow is weight. Snow and ice load roofs, scaffolds and temporary structures. Assess the load before loading people on too.
    • No cold-ready rescue plan. A caught fall still needs a fast rescue, and the cold makes a slow one dangerous.
    • Ignoring grip loss. Thick gloves and cold hands cut dexterity on ladders and connectors. Build that into the pace.
