Installing a Level 2 (240-volt) EV charger is electrical work that needs a permit and an inspection in every Canadian province, and it must be done by a licensed electrical contractor. The part that catches people, and the part that protects you, is the load calculation: a Level 2 charger is a continuous load, the Canadian Electrical Code treats it at 125 percent of its rated current, and you have to prove the existing service panel can carry it before you install. Skipping that calculation is how installs end in tripped mains, failed inspections or unsafe panels.
The federal funding picture
There is a common myth that there is no federal EV-charger program. That is not quite right. The Zero-Emission Vehicle Infrastructure Program (ZEVIP) is closed to new applications and its funding streams are oversubscribed, but the program itself remains funded through to 31 March 2027 for already-committed projects. So the accurate position to give a client is this: new ZEVIP applications are closed and the charger-install funding streams are heavily subscribed, so do not count on fresh federal money, but check the current status rather than assuming the program no longer exists. Separately, the federal vehicle-purchase rebate was relaunched as the Electric Vehicle Affordability Program in February 2026, but that pays toward buying the car, not installing the charger. Provincial charger rebates exist in several provinces, and they change often, so confirm at source.
Who may install
A Level 2 charger connects to the home's electrical panel, so it is electrical work reserved to a licensed electrical contractor:
- Ontario: a Licensed Electrical Contractor only, with an ESA permit and inspection. No exceptions.
- British Columbia: a licensed electrical contractor, with Technical Safety BC oversight.
- Quebec: a qualified electrician under the Regie du batiment du Quebec (RBQ).
- Alberta: a licensed electrical contractor, with the permit pulled through the local permit body.
- All provinces: the charger unit itself must carry a recognised Canadian certification mark (CSA, cUL or equivalent). An uncertified charger fails inspection.
The load calculation is not optional
This is the heart of a competent EV-charger install. A Level 2 charger draws roughly 30 to 60 amps at 240 volts and runs for hours, so the Code classifies it as a continuous load and you size it at 125 percent of its nameplate current. The job is to confirm the existing service can take that on top of everything else in the house:
- Inventory all existing electrical loads: lighting, HVAC, range, dryer, water heater and other appliances.
- Add the proposed EV charger at 125 percent of its nameplate current.
- Compare the total against the existing service panel capacity, typically 100 amps or 200 amps.
- If the calculated load exceeds the panel's capacity, a panel or service upgrade is required before the charger goes in.
A 200-amp service is generally the practical minimum for a straightforward Level 2 install without an upgrade. On a 100-amp service you will often find the charger does not fit without either a service upgrade or a load-management device that throttles the charger when other big loads are running. Either way, the calculation, done properly under the Canadian Electrical Code (in Ontario, the Ontario Electrical Safety Code), tells you which path the job is on before you quote it.
The panel upgrade as a value-add
The panel upgrade that an EV charger or a heat pump often forces is not just a cost, it can be an opportunity. In provinces where heat pump rebate programs include an electrical-upgrade component, a panel upgrade needed to support the new load may itself be rebate-eligible. The amounts and the eligibility rules change, so confirm with the specific program, but flagging this to a homeowner who is also looking at a heat pump (see The Heat Pump Opportunity and the Rebate Landscape) is good service and good business. Amounts and deadlines change often: check the program's own page before you quote a client.
Residential versus commercial
Residential Level 2 installs are the bread and butter: one charger, a load calc, a permit, an inspection. Commercial and multi-unit work (workplaces, condo parkades, fleet depots) is a bigger job: multiple chargers, often Level 3 fast chargers, heavier service requirements, load management across many units, and frequently a utility service upgrade. The same rules apply, a licensed electrical contractor, permits and inspections, but the load study is more involved and the panel and service work is the larger part of the contract. With ZEVIP closed to new applications, commercial clients who were banking on federal charger funding should be redirected to whatever provincial program is open.
Common mistakes
- Skipping the load calculation. Installing a 48-amp charger on a full 100-amp panel without a calc is unsafe and will fail inspection.
- Telling a client there is no federal EV program. ZEVIP is closed to new applications and oversubscribed, but funded to 31 March 2027 for committed projects. State the status, do not overstate it.
- Using an uncertified charger. No CSA or cUL mark, no inspection pass.
- Missing the panel-upgrade rebate. When a heat pump program covers an electrical upgrade, the panel work for the charger may qualify too. Check the program.
